Seal Master of the Ten Seals Covenant, Intendant of the Ministry of Sentinel Affairs
Huating, Mengzhou
Record of the Blight Rain
Born in Huating, Mengzhou, she founded the Ten Seals Covenant as its Seal Master to liberate her homeland from the Evil Miasma. Later, by the Sentinel's decree, she served as Intendant of the Ministry of Sentinel Affairs, watching over all of Mengzhou.
Frequency-Locking
The art of Frequency-Locking seals a fragment of a target's frequency within a lock. By design, a Covenant demands the subject's explicit consent, yet should a dying target's consciousness begin to scatter, the bond may be forcibly forged in the moment their will breaks. Securing a frequency grants the wielder access to the subject's Forte, though diminished in strength. Constrained by physical limits, she can anchor no more than ten frequencies within her body, allowing her to command no more than ten Fortes.
In the story
In Main Quest Chapter IV Act IV, “Simulacrum of the Heart”, Rover enters the Simulacrum Nexus together with Suoming, an Intendant who claims to have been sent by the Ministry of Sentinel Affairs in search of Hsin the Moon Fox. The photo event “Past Dreams, Traced Seals” draws out the long-sealed memories of the Ten Seals Covenant.

With this canopy, she sheltered all life and sealed the Evil Miasma.
The Blight Rain ceased, the Miasmic Thunder fell silent, and a deep darkness lies trapped upon the canopy's surface.
Beneath it linger the shadows of no return, always walking by her side.
Voices
“‘Let go. Forget’… I’ve heard those words a thousand times. I’ve said them to myself a thousand more. But this obsession… this is exactly what I want.”
Thundering peaks, seal evil rain!
「九方の故影……準備は整っておる。」
“When the Blight Rain and Miasmic Thunder fade, what remains is only... locked obsessions.”
“Suoming, Seal Master of the Ten Seals Covenant, and Intendant of Mengzhou's Ministry of Sentinel Affairs. Any enemy of Mengzhou is an enemy of mine.”
Her self-introduction. In Japanese she speaks in an archaic register (妾, じゃ, おる).
“Rain clouds gather in the afternoon. A cool breeze, a light drizzle against the eaves… I sit by the window listening, dusting the Vermillion Locks. A somber scene, I know... and yet, I find I quite like it.”
